Steele's media of choice are his annual conventions in Washington DC that attract hundreds of spooks, competitor-intelligence types, and Internet surfers. Another medium is OSS Notices, a $250/year (after the discount) newsletter that appears between four and eight times a year. We have ten issues from 1993-1994. Each issue is about 30 pages, and contains contact information for "open source" movers and shakers. Open source intelligence, or OSCINT, is an attempt at immortality for those in the intelligence community who have been feeling somewhat displaced since the end of the Cold War. But there's been no rehabilitation: "My advocacy of OSCINT is intended to help us all think smarter with less waste of resources. I strongly believe that in a dangerous world it is essential to have a superior clandestine service, and I in fact advocate doubling the size of the existing U.S. clandestine service." (Steele in OSS Notices, 1994-02-21)
